Property Tax Freeze Policy

Current Status
We met with San Antonio Chief Financial Officer in 2022, who indicated that the recent property tax revenue cap of 3.5% it may not be necessary as 2022 and 2023 should see tax rate reductions and they also feel that the tax freeze with the revenue cap would allow revenue to grow high enough to cover San Antonio’s growing expenses.
When the city adopts the tax rate in 2023, will help show proof on why the property tax freeze policy is still needed.
Background
San Antonio property taxes are increasing at a rate unsustainable to homeowners.
We are proposing 2 new property tax policies,
1. We are asking the taxing entities like San Antonio, to put a system in place where they would provide a tax rate discount, for any given year when the San Antonio total Real Property value increases above a certain percent threshold
2. We are asking the taxing entities like San Antonio, to join our advocacy to amend the Texas Property Tax Code to allow taxing entities to freeze all property taxable values and only allow an increase of the property taxable value when the property ownership changes.
